This is from The Academia Waltz, a comic by Berkeley Breathed from 1978-79. He later went on to draw other syndicated comic strips like Bloom County, Outland, and Opus. Even from these early strips, Breathed shows his interesting sense of humor.

Much of the material borrows from current events and the political interests of the 1980's.
